Your labia is made up of two sets of flaps of skin, called labia majora and labia minora. Sometimes after childbirth, the labia minora, the skin closest to the vagina, extends past the labia majora. This can cause pain and infection due to rubbing. Surgery can reduce the labia back to fit neatly beneath the labia majora where it was originally. This will prevent any soreness.
